I don't know, a 20-40 year test plan where we tag and release all neo-cons would be sensible to me.

If in that amount of time it hasn't been abused, or caused any apocolyptic promblems, I think we'd be about ready to make it mandatory (for neo-cons that is, still don't want one in my hindquarters!)
